How should I be using magic submitter for a long-term authority website?

I'm very interested in using this automated software to create backlinks however I am very conscious of the potential penalties and it is important I sustain this website long-term.

My plan is this: create tier 1s manually that are quality with custom content and images with inner pages, use magic submitter for tier 2s with spun content and tier 3s use magic submitter + gsa to give the tier 2s a burst of life.

Thoughts? Is this a fairly safe technique?

Heard after a long time about the Magic submitter. You can use them to create their 1 but it's hard to get them indexed now. If you create them with unique content and have more than 1 pages it can work.

Last I read up on Magic Submitter it's not fully automated so for lower tiers you could use RankerX
