Were you trying to run BH right away?

You're either banned or shadowbanned, both of which are bad news to any account trying to host ads. You can either write up a complaint to Twitter's support or you'll have to start fresh with a different, preferably aged, account and host ads from there or something along those lines.

Twitter ads is very tricky, i would try tiktok ads.. i found that they are much easier to get approved on.
