Yes, you can do it. But, you have to use a different address or name.

You can have multiple adsense on same address but with different names, use your family names.

If you are using the same address, the name must be different. If you are using a different address, you can use your own name.

Yes, but there are some important points.
Adsense does not keep ip logs, but I still recommend you to use vpn or proxy to guarantee.
Cache is very important. You should use multilogin or portable browser for this. Never use two adsense with the same user.

I am using multilogin app. However, this is expensive. I haven't tried it as a different browser, but users say they don't have any problems.
According to AdSense policies, each publisher can only have one account. Even if you live at the same address, it's a good idea to use different addresses and names for the two accounts. Since Google's AdSense policy has become increasingly strict in recent years, I would advise avoiding risking your Google Adsense account.

Yes you can open but there is simple things you should work on it before opening. The main thing is the address and name, should provide different address and names to each one and its advisable to use VPN while working.

This is a good thread. However I can't see how IP would matter.
Let's say several family members live in the same household and used the same address to register for their Adsense accounts.
One of them violates TOS and get their account flagged or banned.
Google cannot shutdown the other accounts or flag them just because another person was flagged.
I agree with everything else different, address, form a business entity, different browser, etc. It just that actually can't use IP.

Do not use same pc for multiple accounts. Also on one id, you can make only one account. But you can use your family members id to create more accounts.

What is your purpose of operating multiple accounts? They may be able to track it based on the sites where you jae these accounts.
