Not a solution but a question.... Is it possible to code something that sends sms messages? Which protocol would be used? I know you can code a tool to spoof your number with VOIP but being able to send bulk sms messages from the command line would be a wet dream for me.

Have you tried Plivoo and Twillio API ?
While Twillio is popular, Plivio is fairly cheap and recommended in my opinion as I have also heard good things about them tho I don't do SMS marketing myself, I am more into email marketing than sms.
A few months ago, I helped a client setup Twillio and Plivio in such a way that makes it easy for them to send sms directly from their WordPress admin dashboard. There's already a plugin for that, you just have to connect the APIs one time and you're good. Also you won't ever have to dabble with Twillio or Plivio dashboard as you can manage it directly from your wordPress.
You can even have a separate domain name and WordPress website for SMS sending purpose if you are worried about security or anonymity to a reasonable extent and maybe send from some proxies also (though I absolutely do not encourage spam or scam whatsoever).
That's a piece of cake, making life easier. Why not post your requirements in the WTB or HAF section as @imccafey rightly said.

Anyone found a solid BULK sms service provider ? I used to have one but bumped up prices a lot, their service was super easy no 10DLC verification just had to buy the numbers upload data and upload sms for spin text to not go into spam. Super easy im still looking for something similar.

A solid SMS bulk sender you can trust is Twilio. It's stable, scalable, and works globally.
If you're looking for something more cost-effective, try ClickSend or SMSAPI. For higher volume and better local delivery rates, some go with custom setups using SMPP or GoHighLevel.
Just make sure your use case is compliant with local laws. SMS delivery depends heavily on quality routes and reputation, so don't cheap out too much.
