Why Risk payments in Facebook?

I had 2 old accounts with risk payment after adding my card, accounts from 2018-2019, I added the same card.

No, Facebook keep saying insufficient funds

Please contact your card issuer and ask them if they're restricting your card payments. This happened with me once.

cards are limited to daily spending. You can contact your bank to increase your credit limit. or replace it with another card

FB has a bug of showing insufficient funds on some account recently.

if you can create your ads, then you can omit it. your ads will run as normal.

and this error will go a few days later automatically.

I can confirm, most of the new farmed accounts I add a card to get this error "insufficient funds" instead of suspicious activity.
Sometimes you can let them pre-approve some amount so the account gets reactivated easily, other times it's the whole ID process.
