Yes, but it isn't as easy as just inflating your video metrics and watching the money roll in. If it was, we'd all be gazillionaires. And you aren't going to directly profit off the views you buy if that's what you're asking.
The idea is to use a panel strategically - if you already have a high quality video, adding a quick thousand views after publishing could result in a slight algorithm push, which then results in organic engagement.
Back when I used to publish instrumentals on YouTube, this was literally the "secret sauce" and all of the top producers we're doing it. I'd find a low competition high traffic keyword, then add a healthy mix of comments likes and views. This was a few years ago though.

If you buy YouTube views from an SMM panel, then it's best to buy such views that are generated through Google Ads, as these are totally safe for a YouTube channel and very much within YouTube's ToS. Your YouTube videos and channel making money for you, depends on many other factors apart from views.

Most of cheap views get removed as well as the money they bring

I'd just do some CPA with Youtube and SMM Panel. I wouldn't try to do it to make adsense money

You can use panels to gain initial views which will push your channel up in results and show it to more audience.

You would probably have much more success sharing your video content in places where people appreciate that content. It will get you traffic that my like/subscribe as well as target that may want to go to any relevant links in your descriptions.

SMM panels are good for CPA, affiliate money. It's for "fast money" business schemes. I would not use it if you plan to build serious white hat channel and earn with adsense. They are working fine, but I think after 10-15 videos channel can be destroyed. It's for business with multi channel and other kind of monetization than adsense.

You mean buying views and then earning from ads. It is hard to be profitable with this. If it was profitable, smm panel owners would be doing this on large scale.
