The idea is to use a panel strategically - if you already have a high quality video, adding a quick thousand views after publishing could result in a slight algorithm push, which then results in organic engagement.
Back when I used to publish instrumentals on YouTube, this was literally the "secret sauce" and all of the top producers we're doing it. I'd find a low competition high traffic keyword, then add a healthy mix of comments likes and views. This was a few years ago though.
