How big is the file and why do you think ftp is more safe?
In order to start an FTP server, you need a program. FileZilla Server would be a good option. You start it, then put the files in there.

Thats how to set up the client. You need the client, to connect to your ftp server.
You either have a hosting with ftp or you install it on the target machine. But thats beed the right setup and either a static ip or dyndns.
But you should better look for peer to peer. Thats exactly same shit, just simpler. If you just want to send it to someone.
FileZilla is great and reliable. You should show all of your configuration process, so someone will find out your errors and give the solutions.

Honestly, your client would be pissed af for you taking this long mate. Just get Winrar, zip your files, password-protect your zip and put it on Dropbox.
