Is it better to increase the number of TIer1

Or should I increase the number of Tier 2 ?

1. Velocity - How do you plan to throw these links? Once, or distributed weekly, monthly?
2. Contextual - Even for T2, the contextual links are way more powerful.

As per question, you should focus on quality on T1, and blast 75% or more on T2, and continue with T3, T4.

The point I'm making is that if there's enough good tier 1, it's questionable whether increasing it more would work

I wonder if it is the right idea to focus on tier 2 without increasing the tier1 link anymore

If it's a brand new website, I'd choose #1 and if it's an established site, I'd go with #2. However, this is merely my opinion. I never tried this before.

Increasing the number of tier 1 is a good choice as it is directly linked make sure all those standards, later you can try to increase tier 2.
