The guy contacted me to sell Huffington Post, The Guardian etc. link- and articles placement, see below:

On Skype he promised to place an Article and link on TheGuardian, I told him I didn't feel comfortable, but he said, you have PayPal for security, so I was an idiot and said yes.

He told me 1 week, before the week he came back, told me to file a Dispute with Payal because he never got the money. Now I get informed by the PAYPAL ACCOUNT Holder that his account was hacket and he never has sold me anything.

We file a chargeback case with our bank, so we will get our money back, but still, he is obvious a SCAM.

Everything that need to be documented to the MOD's can be, we have from BHW, Skype and PayPal.

well, its google's normal spheel of how good they are at fighting scam in google ads.

Is there any ways to ask google ads center to stop anyone else to bid for our branded ad terms.

A lot of people have lost money form these scam websites. most of them are elderly. They don't know to differentiate google ads and google search results properly.
 
Ordered an article from @Filipinocoder, they were intially very responsive, and gave a TAT of 2 weeks.
Payment was made via paypal, and confirmed that it was received.
Conversation remained good the first few days.
Order was then not delivered within the TAT so I reached out.
They shared that their paypal account was locked--I asked them to deliver the article or a refund.
I even mentioned that I would pay again (giving them the benefit of the doubt), after they delivered the article this time.
Seller then became unresponsive while continuing to post.

Reason for this SHIT LIST.

I placed an order for a featured post on BusinessInsider.com. I have Businessinsider.com but my price was high so I thought let's try his service once. His price is $$$ less than mine. I placed him an order only because he is Jr Vip, I thought I can trust him and after making him payments he said he will be back with a written article soon but he didn't. Last day I saw a temp ban on his profile and soon after this I reached him on Skype and asked about the order.

He didn't reply to me and I called him again he didn't receive my call as well. Soon after that, I mark a dispute on PayPal then I got a reply from him and he started all these things.

I am a BHW member for the past 2 years I never behaved wrong with any member till now and I never cheated any member here. I request BHW staff please find a way to get my money back or do something else.

I don't know how poor he is he did all these things only for $1000 man you should grow up. Let's BHW staff make a better decision.
After a dispute, this guy started blaming me this shows how cheap he is.

This is the worst day of my life.

He basically argued that his account was "locked" and he couldn't access the funds, even though I paid. Tried to flip it on me

You don't have to feel embarrassed. It's not on you or your country. Besides, I don't think he was a filipino anyway. That looks like a bought account, he changed the name later to filipinocoder.

Might be a long shot but have you tried calling PayPal? Quite some time ago i was able to solve stuff via a call that i was unable to do so through Support.

Almost scammed me 800$ luckily I won the disputes.
Had you lost the dispute, you could've called your bank and open a chargeback. And even if you lost that, you could even sue the bank for not giving you a chargeback and you get to prove the transaction was fraud.
