This has been a reoccurring problem for a while, much so that I'm starting to think it's just how Google operates these days.

I've noticed this also only happens with smaller sites, even if they have "high-quality content". I put this in quotes because Google doesn't give a rats ass about high-quality content.

We've all seen shitty content getting indexed. Facebook posts, Pinterest, so to think it's a content quality issue is pure ignorance.

What this really is, is an AUTHORITY issue. Google is a massive slut for authority.
I've noticed only the new guys are complaining about this problem, while others who used expired domains/ already have authority signals on their site do not talk much about indexing issues.

So what can you do from here? I'd recommend building authority by getting high quality, relevant backlinks in your niche.

I've also been trying the link indexing services here and have seen no results.

Your DA might be low. This month Google is not indexing all the links. They can be left "Discovered - currently not indexed" forever.

Make sure you have enough content on the page. Thin content is not liked by Google.
Content should be unique and the same content should not be available on other pages of your domain.

Work on internal links and off-page SEO.

The same thing happened to me, just add them back to "add url section" in GSC and they will be re-indexed in a few weeks. However you need to check if the article is unique or if the article is of good quality.

What worked for me (mentioned above):
- adding links to articles
- submitting in GSC
