Is it possible to connect to a proxy with VPN with Windows software?

hi guys, i have a proxy. In the form of ipport:userpass.
I want to use this on Windows. but I want to do it using VPN protocol. I'm looking for a Windows software to do this.. I will enter the proxy information, the software will create a VPN connection and the proxy will be connected. Android phone has software that does exactly that. for example, programs named proxydroid or college proxy. I want to do this on a Windows computer.but i want daemons to use this proxy as well. not just browsers. thanks in advance guys.

I use Torch VPN on chrome browser. I first turn on the Torch VPN on chrome, then I use a proxy ip with chrome. When I check the ip address, it shows the proxy ip address, not the Torch VPN's ip, but with Torch VPN, I can stop the web RTC & DNS leaks - that's why I turn it on while using a proxy ip address.

If I'm reading into the inquiry right, I believe you can use a proxy with VPN and then use the VPN connection with your Windows through the settings. You'll want to look further on how this is done step by step. Far as I know though, it is possible.

I've been looking for how to do it but I haven't found anything. Help me bro
 
Unfortunately, I can't help you with the specifics since I only know it's possible but don't exactly know how it's done. My contact who set these things up changed careers a long time ago. You'll need to ask around the interwebs. Sorry, m8.
