Not sure about actual geo targeting tools, but you can do it fairly easily by targeting sites "local" people visit. Here is a good read on the subject:
Yes. If you have a local news station for example, you can be pretty sure that most of the people who visit that site are from the area. The same can be said with any kind of site, a local real estate agents site, a local lawyers site, etc.
It's not a sure fire method, but i believe it's the only way since PPV networks don't provide geo location (at least non of the ones i'm a part of?)
With that said though, no matter how to do it, the volume levels on a "local" PPV campaign are going to be really really small.
Here are a couple of suggestions:
1) Google Content network w/ GEO targeting
2) Google Content Network - Site targeting
Remember that with the content network it is about capturing their attention as they are NOT looking for your product or service. The content network will also take a few weeks before you can start to optimize...
Most people put up a campaign.. it does nothing for them for the first few days and they quit..
