Creating PayPal accounts

Hello everyone, I basically create and sell some freelancing accounts that have recently required USA paypals for payments. I have tried creating some US paypals with 911re socks but every time I create one it gets temporary limited. Anyone has an idea about how to go about this?
 
ISP Rotating Proxies are the best for PayPal creation. You might want to post in the "Want to Buy" section and someone would ping you up. Alternatively, you can also search in the marketplace as many proxy providers have listed their services there. Make sure to go with the Mobile Proxies as they are the best for their rotative nature.
 
The temporary limits are normal on new accounts. It's a risk mitigation function implemented by PayPal. Even when I create a new accounts (I'm in the US), they always get temporarily limited. It lifts on it's own after you receive a certain amount of payments.

Are you in a country where PayPal is banned?

I'm not in a country where PayPal is banned. My personal PayPal works fine but I need US PayPals

The same thing happened to me, but the curious point is that not all new accounts are required docs after registering, so i think there is something wrong.
