VPNs encrypt your traffic. At the same time ISPs can throttle torrent traffic, even if you use a VPN. You may ask, how are they able to do that, when VPNs are supposed encrypt the traffic? These two things aren't mutually exclusive. If you're leeching/seeding a torrent while using a VPN, your ISP will still be able to identify the traffic type, but they won't be able to tell, which torrent is that exactly what you're leeching/seeding.

Knowing this you can decide, if that's safe enough for you or not.
