Hi, suppose in an article of 1.5k words, a keyword "response time" is mentioned 20 times. I have a separate article on response time. So, do I interlink 20 times on "response time" or 1 time is enough?

And is wikipedia.org is good for external linking ?

Being the same URL, you can mention 1 time.
Wikipedia is good for external linking. I usually add 1 wikipedia + another 2-3 links to other, contextual, external links.

2 or 3 internal links would be fair enough. I also normally link to wikipedia or any other high authority site for external link reference.

One time will be enough, since it only counts the source of the link once, so with repetition, you won't do anything but ruin some general user experience on the site, so be careful with that. As for your second question, Wikipedia could be a good source for external links, but make sure you don't add it too often, as it's better to use it less frequentely.

You can do internal linking on the same word only once and it does not matter number of words it matters on anchor text of same value.
