it can be the reason that no enough traffic for Google collect the data. If you can, you may tell what's the approximate clicks or pageviews of your website per day, or per week or per month, and how many are visiting by using Chrome browser.

On the other hand, even there is no data in CWV, you can use Page Speed Insight or Google Lighthouse to get similar metrics page by page, or to use Google Lighthouse batch process to get the bulk test.
