Weird Spam Links

So I've seen Ahrefs pick up these sort of links for almost every website I check these days

tobiacircus.com / boivqmp

What's the purpose of such links?

Are they being built as a form of negative SEO or are they the same as the blogspot spam links?

Hmm, not the most useful but want to post because I'm interested, I've not actually seen that before on any of my websites.

It looks like it could be a genuine site, maybe it's just been hacked and injected links.

Well my question is, why would someone pay for something like this? If they had paid for it then it would've been a proper article, not gibberish text.

And if the site is hacked, then why are they creating pages like this? Doesn't make sense to me.

So in this case website A is the hacked website.
Website B is OP's website.

Website A is hacked and a bunch of backlinks are created to different sites including website B which is OP's site. OP didn't order this to be created so the hacker created the backlink to OP.

What is the purpose? I don't see how that would help with indexing. Why is it beneficial for someone to hack a website then put links that are pointing to random websites like OP's website?

Exactly! Some websites have hundreds of links like this.
 
These are called "exploited" backlinks. In general, these are created on WordPress websites because are vulnerable (outdated plugins/themes).
Those who hack these websites, in general, create hundreds of Html pages, and these are indexed by google because the website has a good reputation. These HTML pages can point only to one/multiple money sites or can be used to increase DR/DA, or to help index some backlinks, etc.
Sometimes these vulnerabilities are fixed by hackers and they will use these websites to inject backlinks/niche edits/guests posts, etc.
Those who can rank on very competitive keywords have access to hundreds or thousands of websites like the one shared above...

Outbound linking to authority websites is also an SEO ranking factor. (maybe in this case OPs site is ranking well for same term as the hacked page is trying to rank for).
