Yes You can buy old FB accs. It's not as easy as it looks. Make sure to login it using cookies at first and also use IP which is 4G/Residential + Clean (0 Fraud Score). These days Residential and 4G proxies are also getting spammed a lot so before buying a proxy you need to check it's fraud score. You can check it on ipqualityscore. If the IP address gives you 0 score and green results, only then login FB account from that IP else switch to next IP.

l learnt a few things from the tens of fb account i made recently,
1. make sure account is open with mobile ip
2 .do not upload your photo at once, you can use any vogue photo
3 .make a page after 3 days of making the account and donot go to the ads area
then leave account for few weeks to age , before adding the picture of a person
you may add a few tweaks to your method to see which works

I created it about 2 monthes ago but didnt used the account till yesterday
i wanted to run ads it asked to update my billing info , as i added another cc it disabled

is kinda obvious if you use vps for both accounts that was banned and you didn't sell something prohibited that the issue may be VPS.......

You could try a mobile proxy to mask your ip so you can try to get access again and run it, sometimes when you use a different ip it lets you go again even if it has been flag before, I have tried mobile dedicated proxies and I know they are good but you should do some more research about it.
