There are plenty of tools which made it automaticly, but mostly they are in russian language.
The names for this toll is Doorgen (Doorway Generator)
Those are: RedButton, PandoraBoxx, Sed V4, Seodor, JakoDorgen/ Some of them is server based, some are desktop doorgens. This doorgens can generate over a millions of those kind of bullshit page in one day. You can place this doorways to free webhosting directories, on your domains etc. This is not magic, this dorgens exist over 10 yers and can generate HTML, PHP, PDF, DOC files. The cost? Not so expensive, starts from 50 bucks up to 400 (which is server based). Also Zennoposter can also generate those kind of pages.

Even simple PDF spam can work, I have seen stupid things like keyword stuffed PDFs ranking for various terms for over a year.

Google knows about PDF method for years and do nothing. Seems it's not big impact for overal Google Search because PDF is not enough.
You need to have a skill to index them immediately before admin of PDFed website delete your file
