Not possible. In some cases, it may be done like in financial frauds where the exchange issuing the address may give details of the owner.

I guess what he means is.. u have a non custodial wallet (e.g. binance wallet address) address. You contact the authority (in my previous example, binance) and they give you the owner details. I don’t know if this is possible, but for custodial wallets, this is not going to happen.
 
It's impossible to determine the location (or rather user or owner) of a bitcoin address without some sort of identification tied in (such as in a KYC complaint exchange, etc). So, one will need to use sources outside the blockchain to track the owner of a Bitcoin address. Also, Elliptic and Chainalysis offer (or offered) a premium service to connect Bitcoin addresses to websites or individuals. I am not sure if both of them still offer this service to individuals.
 
No this is not possible. While point of crypto is that it is not possible to find the person by his bitcoin address.

How one knows a btc address is coming from binance or coinbase?
 
If inactive, you can't find the owner of the address. But you usually interact with an exchange or a seller that has your information. If you buy crypto, sell it, move it, buy products, interact with contracts, you can be traced. Most blockchains have everything public.
 
No it is not possible to know the adress owner. Otherwise crypto would not have been this much popular.
