Instagram advertising and hashtags

1.Is there any functional help to ads if i use hashtags in bussines instagram accounts post?
2.After the meta update , can i advertise on instagram without facebook or bm account?

I have tried this once and it worked. What I actually did was posted a photo with a Hashtag Set full of Relevant ones and instantly ran ads on that photo during the 1st Hour and it gave good results, Hashtag Reach was high as well but I am not sure if this will work everytime as Algorithm needs the post to stand out out of all the posts you have made, Considering that people who already follow you give a kickstart to it as well for higher further reach.

2.After the meta update , can i advertise on instagram without facebook or bm account?

Directly use Ads Manager or promote the post inside the IG App directly?
