proxy doesn't work unless vpn

i cant use proxies unless i run vpn

in background.. my isp block using proxies

is there any other way to run proxy with out vpn
 
you could use VPS and make your operations from there.
google offers a free one. add the proxy to the google VPS, set VPS as VPN server connect to the VPS with openvpn..

voila, done
you could also run multiple proxies on VPS and get whichever you like with connecting to a different VPN port.

This is quite a bizarre scenario. I mean proxies are hiding your real identity, why is there a need for VPN again?

All major cloud providers offer free tier VPS including AWS, Azure, GCS, etc. You can use them for this as @carbonebay said.

Depending on your region and CC some of them will work and some will not. That's on provider's discretion. e.g. AWS didn't worked for me as they weren't able to accept my CC.
 
Interesting use case. What websites did you try to visit with the mentioned proxies? Maybe it wasn't the ISP blocking the proxies but the websites you were trying to visit because the proxy IP is blacklisted on their end.
