SEO Audit - Resolve Possible Google Penalty

My website has a domain authority of 28 and many quality backlinks (DA 50+), all organic. Many years after a mysql injection hack, the site still suffers from vastly reduced traffic.

I have been building more content over the years, conducted a link detox and submitted a disavow file, built content, built socials, sped up site, yet sill limited traffic. All manual actions were fixed YEARS ago. People on these forums say "buy google ads", I find that counterintuitive, but at the same time in google land it makes sense.

According to GSC, there are many pages on my site as "discovered/crawled - but not indexed". I paid a BHW person to resolve these. I don't think it's a simple as submitting a sitemap, because it's always been there.

I need an SEO Audit with a list of recommended actions. This includes identifying any google penalty, if any, and assisting in resolving it.

I look forward to working with an expert long term to resolve these issues.

there is no way to resolve google penalty bro. start a new website with all new info name address phone etc
