Freelancer deleted my 3 years account which had 166 USD with 38 reviews. I am a web developer and I just worked as a freelancer and got payments there. I have got into a big depression because of this unsudden event at the event of nearing the new year. I had only one good forum to share.

Has anyone faced such kinds of incidents before? How did you handle the issue? Please guide me on what I should do next to start earning money or if this account can be restored or any alternative ways to earn money.

Just show them the middle finger and move on. Try upwork as well as Fiverr. Yes it will take some time to get those reivews, but that's not that bad.

There's no place for depression by the way. Web development is a challenging niche (trust me, been doing this for a decade). You have to be tough.

I changed my mobile number and it asked me to reverify my identity and I did it. Mail came as my verification failed and I have violated their terms and conditions

have you tried calling them? Im sure they didnt delete you completely
 
Upwork did the same with me when I was a top rated freelancer. So heartbreaks are common and you should moveon.
 
Well, you learnt a valuable lesson mate. Don't put all your eggs in one basket. Diversify you income source and you won't have such disappointment later in life.
 
This happens when you try to lure clients outside their platform. You might have done this without any intention, but it's still against their TOS.
