Creating GV number using proxy

Is there anyway thus I can create google voice number using my paid proxy or VPN? I've tried even with text verified number but cant make any progress. They are currently not allowing create GV using proxy or VPN may be!!

You mean real US number to verify? no second number or no other GV number to use verification?

I've tried extensively with different paid US VPN s and a US VOIP numbers (paid), but it didn't work.

You basically need to have a real US IP & a real US phone number with a common telecom carrier like AT&T or Verizon.

Google has a deal in the US to pull in texts and other messaging from the number, it's a shame they never expanded this program.

Later on I used my iPhone but notokay...then using my mac it's done...

Strange, Google usually allows at least 3 accounts/IP. These proxies and VPNs you're speaking of, are these dedicated proxies or shared, public ones? If they are the latter, this could be one reason to not allow you to create accounts. Google filters public IPs as in a real use case, no one creates accounts using datacenter devices, know what I mean?
