Just homepage or everything? There are plugins like "Simply Static" that can do it. You have to experiment with different plugins to achieve what you want.

Umm you are looking for a next.js expert here who also has experience in wordpress api/plugins. Should be atleast 700$ job depending on how many hours are to be spent. But the result will be far better than what you normally see with wordpress. If you are tech savvy, my recommendation would be to do it yourself. You only learn it once, and then you are on the next level.
