Not so recommendable for new sites, but the safest approach would maybe be to use some traffic arbitrage or to buy some links, although I wouldn't personally recommend it.
 
Make 1000's of pages with generated / spun content and use GSA SER to blast every page.. ranking million kw's on autopilot works like charm
 
While black hat SEO is not illegal, it does violate search engine webmaster guidelines. In other words, it is still against the rules.
 
You can use Black Hat for paid links, spam comments, duplicate content(“copy and paste”), article spinning, cloaking keyword stuffing involves overusing the same keywords throughout one page in order to maximize its visibility and organic traffic.
 
You can black hat SEO techniques for hidden text or links, automatically generating content, keyword stuffing, buying or selling backlinks, and using redirects to manipulate ranking.
 
Doing work in the opposite direction of search engine rules is considered Blackhat SEO.

Correct me if I'm wrong, but if you're going to take the risk of breaking the rules and possibly getting snagged by some clever bit of search algorythym, wouldn't it be best to go for it from the start with a new site? So you don't risk ruining an already good thing, or do more established sites have an easier time getting away wtih black hat methods?

Do traffic help me with anything?
 
If you don't know what to do, then it's better to avoid black hat SEO and follow regular SEO guidelines.
 
Go whitehat first. Learn the ins and outs of the SEO game, then slowly start Blackhat testing on churn amd burn projects
 
You start by making a couple of separate websites to test & learn with,
I wouldn't bother with anything other than PBNs for tier 1 nowadays and other links like web 2.0s for the lower tiers,
There are plenty of guides on how to create & maintain a good PBN, you must start reading 1st ;)
