How do I know the perfect audience size and budget?

hi, I'm starting to learn FB ads, and from the FB blueprint, I understood that the tighter an audience is and the more money we invest in it, the more chances we have to reach that audience.

But how do I know the perfect ratio? how do I know how much money I should invest in an audience that is 25mi away from my store? how do I know how big should my audience be dependently from my budget?

For local business I would use the carpet bombing strategy. Don't tighten your audience too much or you will pay stupid high CPM's and not get enough data to really teach the algo anything.
