Google Search Console Valid Link v.s site:domain.com

1.I check that my valid link in GSC is 16.2K but site:mysite.com just shows around 8.750. So, what is the different meaning between these two numbers?

2.And, I notice that both of these two number (16.2K and 8.750) are dropping recently. Do u know reasons that can cause the dropping?

Even if you get penalty and site:domain.com shows ~4 results - in GSC you can see thousands of indexed pages and rankings of them,
when in reality you can have zero traffic.

The strange is that even the index number is dropping, my traffic from GG Search still increase
