You can create 10-15 backlinks if you post 2-3 articles per day and some of them rank on page 1. This is an indicator that you have some exposure in SERPs and people notice you. Apart from that, you can create many backlinks if you have huge referral traffic from social media or press releases. If you don't have organic traffic, social media presence, and rankings, then it's better not to create much backlinks. If you're at level 0, then create only 1-2 extremely good quality backlinks, and wait for your rankings to improve.

If not BBC and Forbes, then it should be Wikipedia

I've seen sites that never made it with over 1k poor quality links, and then there are sites which ranked exclusively with wiki links.

first focus on building content, then if your articles are indexed start creating backlinks and 10-15 could be enough
