I see this message for a member on a particular thread. But I do not remember taking this action for any member. I do not even know exactly how to use this option. Why is it looking like this ?

You must have clicked the "Ignore" button by mistake. It comes up for example, when you click any username, but your own.

Go here to see the list of users you ignore: https://www.blackhatworld.com/account/ignored and hit "Unignore" next to the username, you don't want to ignore.
