How can I pitch my client for doing On Page and Off Page on php site. how much money can I ask for it and what services should i offer
 
you should only offer the services you're comfortable with providing and fixing if things go wrong. If you are only good at on-page SEO then focus on that. Link building? Stick to link building only, although... I don't think I've seen a single link builder that doesn't know how to do on-page SEO, as well :)

As for costs, it depends, really. Just identify the service you wish to provide and google that service and see what others (both freelancers and agencies) charge for it, and use some common sense when pricing it.

Better yet, have a look inside our own forum and see what the various sellers charge for content creation, graphics, programming, SEO, etc. and under what conditions, and see if you can replicate any of those services and charge your client similar prices

Exactly! This is how good projects go bad. If you are a developer, why take the extra burdain of doing off page seo, when it is not your job atall? :p
As for on-page, I think every web dev out there should be well-versed in that whether or not they offer such services.
 
It's better to stick to either on-page or off-page, particularly if you're a beginner. On-page SEO is a developer's job (leaving content aside) and if you can do it, just commit for it depending on the number of hours you're willing to work. Off-page SEO requires a lot of things like branding, social media management, press releases, and backlinks. Most clients think that off-page SEO means ranking your site and they may get disappointed if they don't rank. You should have an agreement and clearly convey the deliverables to avoid issues.
