Sorry to say. As you want to use your Notebook for video editing softwares then you need good graphics at least 4GB graphics card and Ram should be above 8gb and processor should be minimum intel i5 . Then your notebook will cost you more than 500USD.

I second this. Don't go with new stuff, surf Ebay long enough and you will find what you need in terms of RAM and GPU.

Ebay prices for used stuff mostly are more than new item.
Better search it on your local ads sites.
The specs I described in my previous post are exactly what I use to run Scrapebox on about three different machines.
The prices can only range if the hardware is different, so be very careful to only buy from sources where you are absolutely sure about the generation of the CPU, the type of RAM and quantity, the type of hard drive, etc.
That's why I only trust highly rated Ebay refurbishers, because you can generally get a very stable model, with everything listed properly.
If you look at this utility: https://lowpi.com/en/ you will notice that most roads lead to Ebay... it really is the king of refurbished computers of an expected level of quality.
Ebay has pre-built refurbished profiles, so you don't have to kit things together.
You get your machine out-of-the-box, working, with Windows pre-installed, etc...
If you wanted to be a nerd about it, you could shave-off $100 by buying parts, but the risks are high, and there's a large margin for making mistakes, if you don't have a great deal of experience.
About half my salary is made from these machines, so I highly recommend them.
I recorded a video for you guys, demonstrating that the machine type I recommended can easily handle video editing:

In any case, yes, this machine can easily handle video editing, and yes, Ebay is generally the best place to get it in terms of safety and price-point.

SFF machines, btw, only have two RAM slots, so it's ideal to buy them with exactly the RAM you need.
Replacing it will actually waste your money, and cause extra trouble to install.
Plus, you'll have 4gb of SFF RAM, and nothing to do with it. (speaking from experience)

So, you are trying to best advise a guy, who is looking for a machine with a cost of less than $500, assuming that he will be doing the most complex and system intensive video editing possible? LoL
Adobe products are not needed, unless you are a highly experienced media creator.

Depends where you live. I find ebay affordable, usually buying from large refurbishers and trust them more than
some local kid that burnt his GPU mining and has enough dust in his case to cause asthma.

I'd assemble one myself given your budget.. Go to the forum dedicated to pc builds (there is one on reddit) and look for the parts on newegg.com
