Hello,
Is it okay to buy backlinks that come from english websites if I want to boost my local (foreign language) website?

Yes, it works just fine and it has been the case for years,
Get foreign anchors if possible, otherwise aim for mainly naked and branded ones
Amazing. Thanks.

Yes, just try to make the links appear as natural as possible :)

It is work even on english website so no issue there.

It doesn't matter if websites are english... some english websites accept content in different languages.

Just think for yourself... example, imagine you read an article about penguins in Spanish and all references/links in the article are to English websites... do you see that? NO. It's unnatural and makes no sense.
Also, when google analyses your link it takes into account content around your link, so when you mix languages it won't make much sense for search engines.

I don't really understand you. Your first sentence and the second part seems contradictory.

If the backlinks are in the same niche as you, even if they are in a different language than your site they work ;)

If you want to rank faster and stay at top, get links from local sites. I mean put more effort into that.

They would boost your rankings for sure if the backlinks are from high quality English sites but best option would be to mix them with local citations & backlinks from local TLD.

. The juice from a authority site in English and the local push from a smaller local site.
