Seems fb restrict every page that i admin even the page is not running ad anymore.

That mess is in FB's update action. try it with the new generation pages of FB, it is stronger than the old generation pages. looks like FB is leaving things behind their new update

This is one of the main issues right now. You have to change a lot of pages and be lucky with it, helps if you can reinstate the fan page or buy an already reinstated page. But they still get banned worse than newly created page a couple months ago.
Slowly the situation gets better, the cost of consumables is bigger but you can run traffic.
