I have a quality content but didn't build any backlinks at all.
Also i have checked webmaster tools and found that this url is marked as spam and got a manual penalty (looks weird for me). This is the first time i registered this url.

It depends on your account too. If you have tens of parasites in your account, Google might delay indexing to control spam. This is not an issue for regular users.
