Is .pm good?

And then I'll link it to an offshore hosting,

All domais .com, .net, .xyz, pw can be easily seized, when you are a big fish.

If you want privacy and security you should look at ccTLD domains, not .com and .net

.com and .net works fine when you are small fish, nothing will happen unless they report you.

ccTLDs domains: .ru, .su, .is, .cr, .to, .se, .co are currently the best.

Where to buy these ccTLDs domains?

Any domain name regulation ends up with ICANN.
I would recommend your to be concentrated on the project itself and make your domain name known because of your web site not vice versa.
