I found this.It depends on the size of the wheel. A 3 site wheel not. Maybe a 12 site while it may somewhat work, but generally nowadays best idea is micrositing and pyramids/tiers

No it will be link wheel when all 1st tiers link in a pattern like a single directional link ring. If they are all money sites you can avoid the spokes. There is no definite pattern but there need to be atleast one ring.It means like an tier link pyramid backlinks ! Probably thats why they say to add good content unlike spun or automated content.I think search engines just do general link analysis on the WWW, they don't care whether it forms a wheel or not. As OP said wheels are formed by accident too. If one site gets penalized on the way, those links get nuked and the wheel is broken, that's what matters.
