Any idea in massive linkbuilding in smaller demographics?

I live in Denmark, about 5.8 million people live here.

Is it possible to use tools such as GSA SER, when I only have a maximum of about 10 competitors?

Also, all content would need to be Danish which only makes it harder, when most tools are made for English targets.

Following, it would be great if I can get my hands on a tool and use only for instance:

1) Specific TLD (ie. .IT)
2) Specific Server Location (of 1 country)
3) Specific HREFLANG

This would be ideal for local searches, no point in having backlinks in on US websites and putting Italian keywords on it, sure it does add up, but it’s not really ideal (in my opinion)
