Can you create and manage multiple Gmails/GMB using just a cell phone?

Wondering if this is possible without any of the accounts being associated with each other. I know the IP would have to be different for each account. Im not sure what else would need to be changed/different per account, I have heard of changing the user agent, just dont know if possible on phone. Please let me know if there is strategy for doing this using just a cell phone(iphone), but could probably get my hands on an android if needed.

So you have 4 Browsers, which you could use. Now you have to find out how to change IPs, since I don't know where to find such settings with iOS.

Thanks! does this change the user agent? would they still see thephone version and MACaddress? For ip changing I believe i can turn airplane mode on, then turn back off to obtain a new IP, havent tried it yet tho. Also assuming i would need something like CCcleaner to clear history, cookies, cache

Even if you obtain a new ip address (which is not certain), your internet provider still remains the same. Also things like localization may be available to Google. cookies/cache are different for every browser and you can use incognito mode, which shouldn't save anything, so I wouldn't bother with CCleaner. It all depends why you need to separate those accounts. If your only concern is Google, so the potential ban on one account wouldn't propagate to the rest, then it MAY be enough. You could also try setting up VPN on each browser.
But if you are concerned about tracking you by someone else (for example if you are doing serious black hat), then it isn't even close - connecting those accounts with you (and finding out that they all belong to same person) would be fairy easy.
