straight to the point, let's say i want to host a live like those beats ones but i have some trash internet (problems from the provider);
is there any option to host one in this situation (with one picture or one repeating video )

You could buy a cheap VPS that has a stable internet connection and run everything from there.

Correct, use VPS but pick the one that able to run OBS properly and have enough SSD space to loop play your video
