Hello. I have categories about books starting with A, books starting with B, books starting with C. The categories page is marked as noindex. If I write the same description in the meta descriptions of these categories, will this be counted as duplicate content by google?

no, it will not,
meta tags and website content are actually taken separately, and they're not included in it,
you can find duplicate content in many parts of the source code such as meta title (article title), description and even the whole article in a schema markup without any kind of problems

It doesn’t really matter at all if you’re not indexing those pages.

Okey. thanks.
Not at all, but you have to be careful about your basic description
I opened the categories page to index. I better not get a Google penalty.
