I think all exchanges affiliate programs work like that.
You get your bonus only when the user you referred trades or deposits something like $100 or more.
And wallets don't usually offer affiliate programs, as they are decentralized.

Some of them do offer for kyc but I forgot the ones that do. Have you tried the paxful peer program?

I have never used Paxful. All exchanges I use or used (Binance, Coinbase, Crypto.com, and others) either require the user to trade/deposit, or simply reward you with a percentage of their commission fees.
