This might be a dumb question, but how do you do that?

I think there is certain tools on the market that you can install on your website to prevent scraping of your content. I have tried scraping content from some websites and was blocked.

they are thieves. They will soon be retribution
If the website is WP, remove your RSS feeds unless you use those for things in your tech stack.
You can add Javascript or JQuery that will check the current domain/server IP and if its not your original domain/host the page will show error or redirect back to yours.
If they are running front end scrapers and parsing specific content out, you will need to integrate more advance bot protection.
You can test all of this by adding a new page to your site but set it to no index and don't have any internal linking to it.
Hope your web host takes them down!

UPDATE:
Well, I have to say I have to take my hat off to Google and give them a big thanks, I can't believe how fast they've acted.
I only just checked today and the page from the offending site is no longer in the serps. If I search for a block of text of my home page (how I discovered this) they no longer appear and the "A DMCA report has been filed and a page/s removed" message appears at the bottom of the search page.
When you click that - it is the message I sent to Google!
My site had vanished for a few days, the home page has re-appeared a bit higher than before for it's main keyword, and while the number of impressions had been smashed, yesterday they were up 66% on the typical impressions prior to this.
In addition some of the inner pages have gone from page 8 to page 4, and the blog posts that weren't even being indexed - one of them is on page 1 today when I checked it.
I hope this is the beginning of my site recovering, but I am super impressed with how fast Google have taken action when you consider how many complaints etc they must get in any given day.
I'll update with how things go from now.
