for the tier 1, just stick with the top platforms like blogger, wordpress.com, weebly, wix. etc...

as many as it's required, which totally depends on the competition,
you shouldn't be using web 2.0s for the high competition niches/keywords tho,
they could be pretty useful for the easy and medium ones, but you shouldn't bother if you're competitors do get plenty of solid links

Ah I see, is there other public links that you would focus on instead? Redirects or something when it comes to powering a page up?
 
You should try this method on a domain and have sitting around and not directly on your money site, if it works on that domain then do the same for the money site. Good luck.
