It largely depands on your website, niche, keywords and competition.
If we are talking about super low comp, you have a chance, if it's something much tougher, no, web20 won't cut it at alll.

so, if you feed them with good content, custom design & decent tier 2 links they'll be very useful,

that being said, you should avoid all the trashy links even for tier 2, they're a waste of time,
stick with the contextual (& profiles) and use decent content with lower quality and they'll do the work,
make sure you have a method to get these links indexed tho, just before going in
