Argentinian here, welcome to the worthless money club. are you sure an English blog its the best fit for you? you won't be able to quickly write your own content (not if you want dramatically perfect content, at least). and its not easy ranking blogs in English.
if you decide to go this route, use Grammarly for grammar, and concentrate on social traffic rather than SEO (you wont be able to do good SEO without money).
another option is trying local SEO. use the searchbar if you don't know what that is.

First thing is that you either need to get a lot better at speaking English, so that you can write articles, or you need to invest into content, and possibly content curation.
If you're on a razor thin budget, the best thing to do is focus on long-tail content, and that way you won't spend very much.
If you wanna make some budget, then you might consider investing your time into developing a gig on someplace like Fiverr, so that you can have some side cash to invest into your long-term method.

No matter what you do, just remember to keep it simple.

You would be perfectly fine with a good online translator, as you can imagine mine English was really crappy when I was 14, yet I still managed to make money targeting only the English-speaking market. Never in my life have I made a single website in my native tongue.

I am in Turkey as well. If you speak/write Turkish, then I'd recommend you create and rank a Turkish website instead of another website in English.

I was just looking into possible Turkish niches the other day and "araba" sold by 'owners' related keywords were pretty good.

You can create a free report "10 things you need to know before buying a used car..." etc. build an email list, then contact car dealers to advertise in your weekly email newletter 1 slot 1000TL. sell 10 slots per newsletter. Send out 1 newsletter per week.

That means you'd make 10k TL per week.

You have them advertise their best deals = customers get the best discounts and incentive to want to visit the car dealers, you don't rely on Adsense (and can't get banned)... everyone wins.

Dude, don't convert Turkish lira into your own currency. In the US, the iPhone 13 128GB costs $799. An American has to work 10-15 days to buy this phone, while a Turkish has to work for 4 months. Our purchasing power is very low, our salaries are not enough for house rent, bills and other expenses. Turkey is just a paradise for tourists and refugees.

currency changed after devaluation yes you are right. But everything was cheaper before. 1 kilo of meat costs 60-65 TL. Many families here can't even eat meat. Our monthly income is officially 3 thousand TL, but many businesses pay less than this. Our situation is deplorable. A few months ago, 4 brothers committed suicide because they could not pay their rent, but according to the prime minister, Europe, America and Germany are jealous of our economy.
