How are Indian's Monetizing Cricket Videos

Just noticed that Many Indian's are able to monetize Ciricket highlight videos. Isn't it against the YT terms and monetization policy as the videos does not belong to them and have no right over them?

This video can't be monetized by any random channel.
How do you know it's monetized?
 
I have no idea about this. Maybe they have permission to upload this video and monetize them

He is running Google ads on it. You can play the video to see the ads shown by google.

most indian spammers who upload full movies and sports have the ability to fully whitelist claims and strikes.
if they have access to 'Managed CMS" , youtube will whitelist the channel from AI bot checks.

youtube only gives CMS tools to trusted people, but abusers get access to it and start spamming re used content and monetize it.

vietnam guys are doing it on big scale with re used content music channels.

If that is the case, one can report the channels to youtube for a manual check?

Very much surprised to know about this. Thanks for the info.
 
1- This channel is based in Pakistan and looks like some sorta official channel authorised to publish highlights only.
2- Even if your video gets a content ID claim you will see ads and the original owner will get the money. If you're worried about seeing the ads on the videos.
3- Yes, just like @YoutubeGodFather mentioned there Is a possibility of having access to YT CMS to whitelist their own channel but they have to be authorized by the official owner somehow or there will be legal consequences later on. I have seen a lot of people doing that an example here Channel Link there are tons of movie channels some of them even verified and have a big sub-base but most of them aren't registered and re-uploading the same movies on multiple channels. Just by changing the branding, they have huge teams to build something like that and cross-posting and driving traffic from other big channels to build the new ones.
 
These are only shorts , Youtube allows Indians only ! Therefore Publishing shorts wont big deal !
 
They will build up the subscribers and sell the channel who will later upload monetizable videos without having to go through the trouble of finding subscribers.
