They can boost your ranking if you get the ones not spammed a lot but the general ones will not do much for you or the ones you can buy or get for like $5 for like 20 or so of them from low-quality sellers normally.

.gov links, if not spammed, or even better if you could get a "real one" (almost impossible), they are gold, mostly because it's impossible to get and no real country organization would give out a link to anyone. So yes, a .gov link will be gold, no matter where you're located.
