can you create a gmail account with same ip address that was previously used in a suspended MC and GA.

You can’t.

Trust me, I’ve tried.

Have you been creating Google threshold accounts and they keep suspending it,
If the problem still persists, it is useful to apply the methods I will talk about.

1) Change your payment method. Continuous use of the same card in GAd can spam the card. You must make sure that your card information matches your information.

2) If you really want to solve this problem, don't use an anonymous virtual card. Usually, the box numbers of virtual cards do not change. Therefore, some virtual cards may be included in the spam list due to abuse.

3) Try creating a new gmail on different computers or purchased private ip addresses.

4) You must create the Gmail addresses yourself. Nobody does your job as selflessly as you. And many gmail addresses may have been opened from the same ip address.

most likely you have too high a CPC, a large daily budget, or dangerous keywords (prohibited / keywords where permission is needed)

Make sure you add Disclaimer to your landing page

Use clean IP that's not blacklisted on Google

Try to tweak things and see how it works

Sorry to say that but everything you said have no value, expect the keywords thing and "IP for some reason not for creating gmails".
Also dont use the same domain name that was already used on a suspended one.

1 - wrong, there r so limited amount of bins that r blacklisted by google (and it is so easy to test that) and u can use same card multiple times on google and u dont have to match any information cause google is not checking that
2 - wrong, there´s nothing wrong with virtual cards, u can read google tos and they even suggest to use if u need to pay
3 - somehow true, but u dont need new computer for that
4 - true, but its not only ip that matters
5 - somehow true, but cpc plays 0 role in suspension, budget depends on strength of account and keywords u can always trick google
6 - wrong, not needed
7 - wrong, u never know which ips google has blacklisted and ip matters only if u get account disabled (cant log in and need to appeal to get back) not suspended
8 - true
9 - i really hope not

The common problem why you/people fail is you all do things same way and get suspended. If u fail 10 accs that u did same way there is no point to continue. Each account gives u information, either positive or negative, if u dont know how to value the info u get then u should not work on it. Start eliminating/changing things one by one. If you see positive results, start thinking how to increase success rate, make higher budgets and more accs. Once u figure it out, start thinking how to manage all and how to lower the cost of accs. If u hv figure that out, u can have xxx-x,xxx daily budget accs costing you less than 1-2 usd each.
